Štrnásť európskych krajín oznámilo, že uzatvárajú Baltské more pre ruskú tzv. tieňovú flotilu, uvádza sa v spoločnom vyhlásení britskej vlády. Krajiny varovali, že tankery, ktoré zatajujú svoj pôvod zmenou vlajky, vypnutím transpondérov alebo prevádzkou bez riadnej dokumentácie, budú považované za plavidlá bez štátnej príslušnosti. Takéto lode môžu byť zadržané bez právneho rizika. Rusko bolo tiež obvinené z úmyselného zasahovania do satelitných navigačných systémov, čo predstavuje vážnu hrozbu pre námornú bezpečnosť a komplikuje záchranné operácie v prípade nehôd. Vyhlásenie podpísali Belgicko, Dánsko, Estónsko, Fínsko, Francúzsko, Nemecko, Island, Lotyšsko, Litva, Holandsko, Nórsko, Poľsko, Švédsko a Spojené kráľovstvo.
