Країни попередили, що танкери, які приховують своє походження, змінюючи прапори, вимикаючи транспондери або експлуатуючи без належної документації, будуть розглядатися як судна без національності. Такі судна можуть бути затримані без юридичного ризику. Росію також звинуватили у навмисному втручанні в системи супутникової навігації, що створює серйозну загрозу безпеці на морі та ускладнює рятувальні операції у разі аварій. Заяву підписали Бельгія, Данія, Естонія, Фінляндія, Франція, Німеччина, Ісландія, Латвія, Литва, Нідерланди, Норвегія, Польща, Швеція та Велика Британія.
